Translate integrated with command line

Ported the Translate tool to meta actions. Now it is fully integrated with the command line, translations can be made with higher precision. Added also a drawing animation that displays the translation length while translating.
Will look also at the Offset tool to integrate it with command line and improve it for drawing helper lines.
